Indian River Shores Town Attorney
The Charter of the Town of Indian River Shores states in Article 3-1 that “the town council will appoint a town attorney who shall serve at the pleasure of the town council. The person appointed to fill the office of town attorney shall be an attorney at law in good standing, licensed to practice in the State of Florida but not
necessarily a resident within the corporate limits of the Town of Indian River Shores.” His duties are described as to “represent the town, its agencies, boards, commissions authorities, officers and employees in all matters relating to their official duties as directed by the town council.” Chester Clem has served in this capacity for the Town of Indian River Shores since 1977. He is the named partner in the firm Chester Clem Professional Association.
Chester Clem, a native Floridian, has been in the Vero Beach area since 1963. He has a Juris Doctorate Degree in law from the University of Florida. Mr. Clem has held positions as a prosecuting attorney, judge, mediator and State Legislator for Indian River County in addition to his private practice of law.
